No it's not true. People from the west are too soft. They don't see the kozas (goats or moskals) too much. Pro-Ukrainian people from eastern parts of the country are more aggressive. As you might know the head of the Right Sector has born and lived in Dnipro. Dnipro oblast located next to the Donets'k oblast.
